Red Cross: Even War Has Rules

Today armed conflicts are ongoing around the world. At times it may seem that there are no rules in war.
Fortunately, there are rules in war, and they can make a difference. Even War Has Rules is a dynamic discussion of International Humanitarian Law (IHL) and how it governs armed conflict. It will address topics such as:
- The sources of law and rules that apply to armed conflicts
- The fundamental principles of IHL that guide the development of these rules
- How IHL protects people and places during armed conflicts.
By the end of the class, participants will achieve a general understanding of IHL and will be better able to evaluate the actions of parties to armed conflicts.
About the Instructor:
Chase Munro serves as the Service to the Armed Forces Engagement Manager for the Southeast and Caribbean Division of the American Red Cross.
Chase joined the American Red Cross in 2007 and has since responded to 65 domestic disasters, including a two-and-a-half-month deployment to St. Thomas following Hurricanes Irma and Maria. Prior to his current role, he served as Mass Care Program Manager and Service to the Armed Forces & International Services Director for the Alabama-Mississippi Region. In 2023, he completed a five-month SAF deployment to Bemowo Piskie, Poland, where he was embedded with a NATO multinational battlegroup near the Suwałki Gap. There, he delivered emergency communication messages between deployed service members and their families and coordinated morale and welfare activities for U.S., British, Polish, Romanian, and Croatian troops.
Chase is a trained Cash and Voucher Assistance Officer through the IFRC Surge Roster. He grew up on the Mississippi Gulf Coast and earned his BA in Public Management from Millsaps College in Jackson, MS. Outside of work, he enjoys traveling, spending time on the water, and walking his dog, Callie.
