Project Description:
TechLaw - a real-time, interactive video training program
designed specifically for the Law Enforcement community -
is an innovative approach to providing information on homeland
security and counterterrorism in a cost-effective and accessible
manner to law enforcement officers. During 2003-2004, the
U.S. Department of Justice (Office of Justice Programs, Bureau
of Justice Assistance) provided a grant award in the amount
of $248,375 to develop and conduct a pilot program in Mississippi
(Grant Number: 2003-DD-BX-0350; Project Period: September
1, 2003 - August 31, 2004).
Justification:
National security directives underscore the immediate need
for trained law enforcement officers. TechLaw employs interactive
technology to deliver standardized, top-quality instruction
by Federal government officials and nationally recognized
experts. The program enables law enforcement organizations
to overcome major obstacles that often impede training in
counterterrorism and homeland security: (1) limited availability
of professional expertise in these critical subjects, (2)
inefficient and costly duplication of programs within hundreds
of law enforcement organizations across each state, (3) limited
access to training for law enforcement officers, (4) lack
of training resources. Ultimately, this approach can be replicated
to create an efficient, effective, and highly successful method
for training law enforcement officers in counterterrorism
and homeland security on a national scale.
Project Status:
TechLaw has secured the commitments of nationally and internationally
recognized experts for the scheduled training sessions. Activity
is under way to locate and develop the most appropriate training
materials for dissemination to all participants. Examples
of current TechLaw teleconference instructional topics are:
Implementing Counterterrorism and Homeland Security Measures;
Terrorist Financing; Linkages between Drug Money and Terrorist
Organizations; State Laws: Prosecuting Terrorist Acts, Implementing
Counterterrorism Measures, and Insuring Homeland Security;
the Patriot Act: Issues in Investigating and Prosecuting Terrorist
Offenses.
